Could just lie- it worked for Bush. What was that thing- oh he was gonna use that surplus to save SS.

If you get bored, there is a book in the local library system about this. The guy that wrote it worked for several presidents and according to him, he came up with a lot of this plan. Then became angry as the window passed to change the SS formula. Without additional funds, (some of that surplus) it wouldn't work. Anyway after years of work, he retired.
Just a guess, but some point in time, we will be allowed to let the illegals in. This way the extra numbers will furnish a short-term solution.
Oh, one more. I found some of the speeches I was looking for-

That's $2.4 trillion more in payroll taxes than we owe the seniors, which means there is a really interesting opportunity to make sure we not only fulfill the promises to the seniors but we have a social security system that is hopeful for younger workers. He's had the privilege of working with a democratic congress the last couple of years, and they haven't done squat. In fact, I'm confident that history will find this to be the most confused, inept, befuddled, clueless congress of all time. pelosi is a mental midget, and even the libs have to concur with that. Their problem is that they have no plan, no direction for the future. 11% approval rating. No one can put all the blame on Bush. He's had a bunch of bozo clowns to work with.

Weeeelll, except for the first couple of years when the 'Pubs ran both houses too. But what does that have to do with Bush not even making an attempt to change SS, like he said? It wasn't voted down- he never tried after the speeches, did he? And the 1000 dollar tax cut for me while the top group gets 17 to 90 grand. At least the money would have paid for the Iraq war and to rebuild the military. Might even have been a little left for something else. Like his promises on SS, Clinton's on healthcare from the time before. Or the national debt.

Clinton did a good job working with a Republican Senate. Bush's ego won't allow him to see the forest for the trees.

I will have you know my stupidity has nothing to do with my ego.
Either way, Bush is about done. The 'Pubs had both houses and the president for several years and got nowhere , if you don't mention the 400 billion for Iraq. SOMETHING is going to change and I bet I get taxed for it. I also hope that we don't get something even worse. Mr Ed looks pretty good right now. At least he got most of his lines right.
